Circulation Policies
Purpose: The circulation policies of the Rocky Mountain Public Library exist to facilitate community access to the materials and information in the library's collections, while protecting these same collections. Rocky Mountain Public Library's circulation polices are intended to be in accord with the American Library Association's Library Bill of Rights. Circulation Policies
A. The length of check-out time varies with materials and ownership specific procedures to be followed for lost, damaged, or overdue materials is determined by the Library Director and his/her procedure. A copy of current RMPL policy and procedures shall be available at the circulation desk.
B. The loan period for interlibrary loan materials is determined by the lending library.
C. Under extraordinary circumstances (including serious injury or a death in the family, etc.) the Library staff shall have discretion to waive or adjust fines for late or damaged, lost, or stolen materials.
D. A total of no more than fifty items may be checked out per library card.
E. The Library shall hold material currently on loan for customers who request the next use of it and will notify the customer regarding availability.
F. Renewals are allowed only if there are no holds on an item.
G. An item may be renewed a maximum of three times (excluding magazines, and Grab-and-Go-books for which there is no renewal)
H. Fines shall be charged for all Library materials not returned on time to the Library designated check-in locations. Fine rates are reviewed and established by ordinance annually by the City Council.
I. A maximum of $10.00 in fines per item or the retail cost of the item (if under $10) will be charged. Fines are payable in U.S. currency, approved credit card or personal check. Items not returned within forty-five days after the due date will be considered lost, and the borrower will be liable for the replacement cost and a $10.00 per item, non-refundable processing fee.
J. Customers returning materials the first day after bad weather which causes the declaration of a state of emergency or necessitates closing highways, schools, or City offices will not be charged fines while the emergency condition exists.
K. Teachers may apply for a special teacher’s library card to check out materials for classroom use.
L. A customer must pay for lost materials at the replacement price as listed in the database, or at the default price as established by, City Council budget ordinance for fees plus the processing fee currently approved by the Library Board.
M. Customers may replace lost or damaged materials with identical replacement items with the approval of the affected department librarian. The processing fee is waived for non-cataloged paperbacks, Read Up materials, magazines, children’s board books, and pamphlets. No overdue fines shall be collected for lost materials.

Library Card Policies
The Rocky Mountain Public Library issues library cards to facilitate loan of materials and to enable the library to keep a record of which materials are on loan to patrons.
Obtaining a Library Card
Any resident of the State of Colorado, Rocky Mountain District property owner, or person who is employed over the age of 18 may receive an adult library card upon completion of an application and provision of proof of identification (ID) and current address.
All library cards are valid for two years. At the end of that period, patrons will be asked to verify their address and phone number
Use of Library Cards
Patrons can maintain full library privileges by:
- Patrons must provide a library card to check materials out of the library
- When a patron calls to conduct a library transaction on his or her account, he or she must provide a library card number and name.
- Using another patron's library card is not permitted.

- returning materials on or before the due date (up to a $10.00 overdue balance)
- adhering to the borrowing limit (no more than 50 items)
- paying for lost or damaged materials before the item is 28 days overdue
- promptly informing the library of any change of address or phone number
